The Korean Ministry of Data and Statistics reported last July that the number of multicultural households in South Korea, specifically households including naturalized citizens, marriage immigrants, or their children, has grown by 2.8% from 2024 to 2025, reaching about 450,000. Over the same period the national population grew by 0.02%, to 51.82 million. Their growing presence is palpable particularly in multicultural cities like Ansan. In a time when Chinese signs are more visible on buildings and Russian is heard more often on the streets, the efforts of civic groups to help immigrants adapt as full members of society without conflict with local residents are becoming increasingly important for Ansan. To investigate this, we interviewed the Immigrant Citizens’ Solidarity Social Co-operative, a civic group that has assisted immigrants in Ansan since 2018.

The predecessor of the organization was Chatty Small Multicultural Library (재잘재잘 작은 다문화도서관), a small multilingual library in Ansan offering books in Korean, English, and Russian. Not long after its foundation in 2013, the library gained a reputation as a practical childcare center for immigrant families in Ansan, who favored its accessibility and welcoming atmosphere. The library soon became a robust community hub for newly settling immigrants, especially Russian speakers, as well as their associates, ranging from sports team coaches to immigration agents. Soon, this caught the attention of former UN inspector Hyuksoo Choi, who had grown increasingly aware of immigrant issues while serving in the Salvation Army Multicultural Center. He recognized the library’s potential as a foundation for an official civil organization and reached out to its associates. Eventually in 2018, these individuals, under Choi’s lead, founded the Immigrant Citizens’ Solidarity Social Co-operative.

The main educational businesses include not only child daycare but also alternative education, known as ZION Intercultural Alternative Education Center. However, though labelled ‘alternative education,’ its philosophy is preparation rather than replacement, according to human resource manager Eunkyung Kang. Kang explains that most students migrated to Korea at a relatively older age, usually around third or fourth grade, which leaves them too far behind their peers in Korean skills to enter public schools. “Our goal is not to replace Korean public schools, but rather to prepare kids for them,” she says. Under this principle, the center teaches staple school courses by integrating native languages with Korean, while also preparing students for TOPIK and the Korean GED (검정고시), equipping them with both the formal and practical requirements to enter Korean public schools.

The co-operative also helps parents through its job placement office. Kang explains that immigrant workers often struggle to settle economically due to a lack of agencies that provide proper education in labor laws or workplace safety, leaving them vulnerable to abusive working conditions. In response, the office collaborates with local police on labor abuse and quarantine, and refers individuals—especially marginalized demographics including refugees and marriage immigrants—directly to safe workplaces run by the organization or other safe employers. For instance, in 2021, the office inducted an Ivorian refugee to a paper tube factory in the Banwol Industrial Complex upon referral from the Gyeonggi West Business Association. The office also handles administrative problems: “People come to us with a visa about to expire, an immigration appointment they can’t book, or even a hospital they don’t know how to call,” Kang says. It has become a practical help desk for the daily troubles that stem from language and paperwork barriers.

Ultimately, the co-operative sees its mission simply as a buffer that prevents immigrants from being forced into a foreign society without proper adaptation. Accordingly, as she ended the interview, Kang stated that “In a community as diverse as Ansan, that buffer has become indispensable.”

증가율 약 28배…다문화의 미래, 현장에서 찾다.

국가데이터처가 2025년 11월 발표한 바에 따르면, 대한민국 내 귀화자와 결혼이민자를 포괄하는 다문화 가구의 수는 2023년부터 2024년까지 약 5.7%로 증가했다. 이는 국가데이터처가 같은해 5월에 발표한 인구총조사에서 공개된 당시 대한민국 총인구 수의 증가율인 0.2%의 약 28배이다. 아직 다문화 시민이 대한민국 인구에서 차지하는 비율은 5.24%에 머물지만, 이들의 존재감은 특히 안산 같은 다문화 도시에서 더욱 뚜렷해지고 있다. 건물에는 한국어보다 중국어 간판이 더 많이 보이고 거리에서는 러시아어가 더 자주 들리는 이런 지역들에서는, 이민자들이 지역 주민과 마찰 없이 사회의 일원으로 적응하도록 돕는 시민단체의 노력이 더욱 중요해지고 있다. 이를 알아보기 위해 2018년부터 안산에서 이민자 적응을 도와온 이주민시민연대 사회적협동조합을 취재했다.

이주민시민연대 사회적협동조합이 비영리 법인으로 공식 결성된 건 2018년이나, 기원은 2013년 안산에 설립된 한국어·영어·러시아어 도서관 ‘재잘재잘 작은 다문화도서관’에서 찾을 수 있다. 이 도서관은 높은 접근성 덕분에 초창기부터 근무시간에 자녀를 맡기려는 이주민 부모들의 왕래가 잦았는데, 이로 인해 안산 내 이주민 가정과 다문화 스포츠팀 관계자·출입국관리 공무원 등 관련 종사자를 아우르는 지역 공동체로 자리잡았다. 최혁수 대표는 UN 조사관 직위를 내려놓은 뒤 구세군 다문화센터에서 근무하다 이 도서관에 관심을 갖게 됐고, 도서관이 공식적인 시민 조직으로 기능할 잠재력을 보아 관계자들에게 연락했다. 이에 따라 2018년, 최혁수 대표와 도서관 관계자들은 이주민시민연대 사회적협동조합을 결성했다.

조합은 교육 사업으로 도서관 시절부터 이어진 돌봄교실뿐 아니라 ‘자이언 국제 상호다문화 대안교육기관’이라는 대체교육 프로그램도 운영한다. 다만 강은경 경영기획팀장은 “이 프로그램은 명칭과 달리 공교육을 대신하기보다 학생들이 공교육에 적응하도록 준비시키는 것이 목적”이라고 밝혔다. 강 씨의 설명에 따르면 프로그램에 등록된 학생들은 보통 초등학교 저학년 시점에 입국해 또래보다 한국어 실력과 학습 진도가 뒤처져 있는 상태인데, 조합 측은 이런 격차를 해소하기 위해 일반적인 과목 수업 뿐 아니라 한국어능력시험(TOPIK) 및 검정고시 대비 수업 역시 진행하며 학생들이 한국 공교육에 진입하는데 필요한 요건들을 갖추도록 돕고 있다.

이주민시민연대는 ‘이주민을 위한 일자리 창출’이라는 직업알선기관도 운영한다. 강 씨는 “노동법 및 감염병 관련 사전교육을 충분히 제공하는 기관이 없어 많은 이주 노동자들이 노동권을 침해당하고 있으며, 이를 해소하려 구직사무소를 세웠다”고 밝혔다. 이를 위해 조합은 지역 경찰과 협조해 직장 내 학대 대처법 등을 교육하며, 취약계층을 위해 직접 일자리를 마련하거나 안전한 외부 직장을 소개하고 있다. 일례로 조합 측은 2021년 코트디부아르 출신의 난민을 경기서부기업인협회의 추천으로 반월공단 소속 지관공장으로 소개한 바 있다. 더불어 해당 사무소는 취업비자 갱신·입국심사 상담 같은 고용행정은 물론, 병원 예약 등의 일상적 어려움도 돕는 행정 상담소로 기능하고 있다.

결국 이주민시민연대 사회적협동조합의 궁극적인 목적은 다문화 시민들이 한국어와 교육·고용 환경에 충분히 익숙해진 상태에서 사회로 나가도록 돕는 완충지대 역할을 수행하는 것이다. 이에 대해 강 씨는 안산이 한국 최대 다문화 도시로 자리잡은 지금, 이런 완충 역할을 하는 사람들의 노력은 공동체의 안녕에 불가결해졌다는 입장을 밝히며 인터뷰를 마쳤다.
